I've just had the issue I have seen other people have where steam all of a sudden tries to re-download all of your subscribed mods.
I found that if you click 'Local mod' in the Arma 3 launcher to add a mod locally and then navigate to the mod within the '!Workshop' folder you can add all of your subscribed mods.
Open up Arma 3 Launcher
Click 'Local mod' above your 'Available mods' list
This should automatically bring you to Steam > steamapps > common > Arma 3. Now click on the folder '!Workshop' and select the mods you want to add.
It looks like after this steam still wants to try and re-download them but you can go in to steam, click pause then click the 'x' next to the download and you can play your mods.
It's a bit janky but it works until this is sorted out.
